I’m a vehicle lighting engineer with 10 years experience, and one of the most common questions riders ask me is: “Are H4 LED bulbs legal for motorcycles?”
Unfortunately, the answer is not as simple as yes or no. Different regions regulate motorcycle lighting in different ways — some focus on the bulb, some on the whole headlamp assembly, and some only care about whether the beam pattern causes glare.
To make things clear, I’ve summarized each region’s rules in practical, easy-to-use language, based on my technical background and real-world testing experience.
Quick Summary
Most countries regulate headlamp units, not bulbs.
That means installing an H4 LED bulb into a halogen reflector often does not maintain the original approval — even if the LED bulb claims to be “DOT”, “E-mark”, or “ADR” compliant.
The safest, fully legal option is almost always:
Use an LED headlamp assembly that is certified as a complete unit for your region.
Still, many riders do retrofit H4 LED bulbs. I’ll explain the risks, legal implications, and how to minimize glare if you insist on using them.
1. United States — FMVSS 108 / DOT
In the USA, motorcycle headlamps must comply with FMVSS 108, which approves the entire headlamp assembly, not individual bulbs.
What this means
A halogen headlamp was approved using a halogen filament.
Replacing it with an LED changes the optical system.
Therefore, the original DOT approval is technically invalid.
What is legal
- Using a DOT-approved LED headlamp assembly.
What is “not technically legal”
- Installing an H4 LED bulb inside a halogen reflector.
My practical advice
If you choose a retrofit, anyway test it against a flat wall at 5–7 meters. Check for a clean cutoff, no upward glare and stable beam flicker. Keeping your original halogen bulb in case roadside inspection becomes necessary.
2. United Kingdom — MOT / DVSA
The UK updated its guidance in 2021. For motorcycles, LED conversions do not automatically fail MOT — only if the beam pattern is correct and does not dazzle other road users.
So in the UK:
Retrofit LED bulbs can pass MOT on motorcycles.
But they are still not type-approved for road use in a strict technical sense.
Enforcement focuses on glare, aim, and beam quality.
What I tell UK riders
Perform a proper wall test. Ensure you have:
A clean horizontal cutoff
Correct left-side dip (for UK roads)
White or warm white color
Good grounding and no flicker
If your beam looks scattered or overly bright in the center, it may fail MOT.
3. European Union — ECE R53, R112, R128
EU regulations are stricter and revolve around type approval:
• ECE R53 regulates motorcycle lighting installation.
• ECE R112 applies to headlamp assemblies — originally designed for halogen filaments.
• ECE R128 regulates LED modules used in approved lamps (not typical LED retrofit bulbs).
Meaning
Halogen headlamps approved under R112 cannot simply accept LED replacement bulbs.
Doing so invalidates the approval unless the entire assembly is retested.
Bottom line
H4 LED retrofit bulbs in halogen reflectors are generally not legal in the EU.
The only compliant solution is an E-marked LED headlamp assembly.
4. Australia — ADR 13/00 & ADR 46/00
Australia’s regulations are similar to the EU model.
• ADR 13/00: lighting installation.
• ADR 46/00: headlamp photometric performance.
Meaning
A headlamp must be approved as a complete unit.
Changing the light source from halogen to LED usually breaks ADR compliance.
Real-world note
Enforcement varies by state, but insurance companies increasingly check for ADR compliance after collisions. For long-term usage, use an ADR-approved LED headlamp.
5. Why Many H4 LED Retrofits Fail (Technical Explanation)
As an engineer who has tested hundreds of bulbs, here are the top reasons retrofits fail:
LED chips do not match the filament position, changing beam focus.
Scatter and glare increase dramatically with poorly aligned emitters.
Color temperature above 6500K reduces visibility in wet conditions.
Heat sinks or fans often prevent proper sealing of the dust cover.
Even “premium” bulbs can create excessive glare in certain reflector designs.
6. My Professional Checklist for Safe Retrofits
If you still want to install an H4 LED bulb, use these steps:
Choose bulbs with 1:1 filament-mimicking LED placement.
Keep color temperature between 5000–6000K.
Ensure proper seating and dust-cap fit.
Use Canbus adapters if flicker occurs.
Perform both wall tests and on-road tests.
Keep your halogen bulb as a backup for inspections.
7. Final Recommendations
Regulations certify lamp assemblies, not bulbs.
USA, EU, and Australia: LED retrofits are generally not legal.
UK: Allowed for motorcycles LED if the beam pattern is acceptable (MOT-based).
For guaranteed compliance, use a certified LED headlamp assembly.
If you need help selecting a legal LED headlamp or want a compliance checklist for your country, I can prepare one for you.
